Preferred Capital Markets: Can you say "pump & dump"?

Look at the small print at the bottom of their recent p.r.--it says that they make a market in this security. Although I am long term bullish on this stock (to have held on its way down...) I don't like this kind of upgrade. It sounds like they have some shares that they are hoping to drive the price up before selling.
