If you are correct, why does the President need a personal defense fund?

The President has a defense fund to pay for Kendall and the President's personal defense from criminal charges. The WH counsel's office defends the interests of the Office of the POTUS and in that capacity responds to document and information requests and generally is responsible for representing the President in any impeachment proceedings.

However, on those issues that relate to Clinton's testimony in the Jones case or related to Whitewater, I disagree. Those issues are completely unrelated to the office of the Presidency.

I don't think you understand the extent to which these interests are intertwined. The President, for the most part, does not own the documents and other material that is stored in the White House. The American public does. That means all the documents relating to Lewinsky's hiring, transfer, movement, the travel office, the firing of Billy Dale, the suicide of Vince Foster, the records of fundraising in the WH, the WH counsel is responsible for. Once you open up the can of worms on Jones to allow her to delve into things that were done by the President while he was in office, you necessarily implicate the representation of the WH by tax-supported counsel. Kendall and his associates are not and cannot be allowed to dig into the archives in the WH and produce whateever they wish. Nor can Kendall completely control what the President says or does. Charles Ruff -- a man of unassailable, impeccable integrity, by the way -- has the official duty to protect the Presidency.
