Cost would better be discussed with the brokerage you use and I would hate to give you a spurious estimate.

My cost to convert to URSA from money market funds in my Waterhouse IRA account was $25.00; the transaction was handled by phone. Purchase orders in before 1400 EDT are confirmed at the days closing price. Remember IRAs have restrictions as to how and in what you can invest -- no shorting.

I've used Rydex for some time now and am very happy with them. My account is directly with Rydex 25k minimum and it is very easy to make the telephone transfers at no cost and up to 3:45 Eastern.
I also use SPY with the advantage of entering and exiting during the trading day. One approach I use at times is to buy or sell SPY during the day and then take a Rydex position and close the SPY at the market close
