Yes. Most sophisticated electronics design is done with a series of tools, connected together by scripts, and run in batch mode. Windows was designed for interactive use and the command line interface has improved little since the early days of DOS. UNIX on the other hand, was constructed to allow for sophisticated and reliable pipes and filters, controlled by scripts.

Even if a single tool runs OK on NT, the design flow doesn't. Additionally, the NT platforms are not stable. You will be hard pressed to find a serious CPU or graphics hardware design house doing their development work on NT for these reasons.
