Your statement would have been true a year ago, but not any more. CPQ themselves shifted all internal design work from Solaris to NT earlier this year. The reason was performance and design flow, and they have not seen the stability issues you refer to. I can point to a number of other shops moving in this direction.

It has taken a while for NT to start making inroads into this market, and there were both technical and infrastructure barriers to be surmounted, but with virtually all of the major design tools available (or soon to be available) on NT, those barriers are falling. Sun dominance of this space will soon just be a historical footnote.
