Bob, No President can effectively govern while it the midst of a process as complex as you indicate is possible. Clinton is not a masochist. I say it is over by March '99. As Moynahan said this weekend, we simply can't afford to drag our feet for so long. We have much more important things to do. Even the public eventually gets tired of the lurid details. Clinton will not hang on for the opportunity to prove that his actions did not technically constitute an impeachable offense. It will be too hollow a victory. His legacy would be destroyed by his own vindication. If he goes down precipitiously in the polls, he does the honorable thing and hands the reigns of power to Gore. It's the only graceful way to exit such a situation. Sam
