There are restrictions imposed on insiders' trading when a deal is pending.

I would be extremely surprised if you did see insiders selling--or buying.

The sensible thing for TLAB to do if they are committed to the deal and are allowed to legally is to start buying CIENA shares on the open market. Maybe not quite so sensible - they could be their own arbs and sell their own shares to finance the purchase of the CIENA shares!
