You are correct but not in the way you intended it. Starr failed to make a case in any of the "Gates" so the only avenue left for him was to trash the President.

And don't you find it a tad suspicious that all the "revelations" in today's report were already widely known? This proves Starr and his team of inquisitors were illegally leaking Grand Jury testimony. One can only conclude that the entire IC process thus far has been politically motivated.

Of course one of the goals of Starr and his backers is to destroy this President. What I have not figured out yet, and what has not been addressed by the media, is what is Starr's group's ultimate end game?
