I really don't know what you mean by saying so called small perjury is just as "important" as big perjuy. It certainly is not equally punished. Or equally likely to be even pursued. So how can it possibly be equally "important". Or equally culpable. All undesireable? Sure. But the President cannot be impeached for shoplifting a loaf of bread.

How would you argue that this perjury, under these circumstances, is a High Crime or Misdemeanor under the meanings those phrases have under our Constitution?

Please do not argue that his office makes it so. I'm sure that as an attorney you know that that would render the Constitution's language limiting those crimes for which a President can be impeached meaningless. A nullity. And hence an impermissible statutory construction.

I'm an attorney as well. Who practiced for a number of years at one of the nation's leading firms. Was on law review at one of the nation's top law schools. Now and for some time doing other things.
