Yes, my local phone company told me the same thing -- I don't have PacBell, but a small community company in northern Cal. But they still checked the lines and did some fine tuning and my connection improved dramatically. And there was no charge at all to me. I think if you ask them to check your line because of connection problems, they will do so. I told my co. I understood they couldn't "guarantee" more than 28800 (that's all they have to by law).
