I certainly think Congress should have been given all the information. However, the construction of the report was muddied by the sex descriptions, which gives ammunition to Starr haters. In addition, Starr left out parts of the CRIMINAL investigation dealing with obstruction. Why couldn't he get a straight answer out of Betty Currie on how the gifts ended up under her bed? This stinks and I don't think Starr did a complete job.
