Interesting theory. There a probably a lot of complex games going on. It could be that some of the more liberal Democrats would like Clinton out -- he hasn't played to their tune, especially in terms of welfare reform.

As to the OIC's partisanship, I agree in part. The problem with Starr is that he took it to another level when he set himself up not only to investigate specific allegations but any that might come along.
