OK well we may still disagree but let me clarify that I think Starrs biggest mistake was publishing the whole thing on the internet. If he had to come up with a report like that so be it (I dont think it was necessary but whatever) but youve got a sympathetic public and he undermined his credibility with all those details. Do you agree with that? I see no reason to publish something like that on the internet at all - and dont say it was mandated by congress etc. because Congress didnt know what was in it. Before publishing, Starr should have met with Newt or whoever and showed him one of the chapters about one of the encounters or something... rules is rules I know but judgement should have prevailed on Starrs part... it just wasnt there.
