HILLARY'S NEXT IN STARR CROSS HAIRS

YOU can be sure Hillary Rodham Clinton didn't much like
Kenneth Starr's report to Congress.

But the two sentences that she must have minded the most had
nothing to do with sex, her husband or Monica Lewinsky.

For her, the most ominous sentences in Starr's report to
Congress are: Evidence is being gathered on ... the Rose Law
Firm's representation of Madison Guaranty Savings & Loan
Association ... All phases of the investigation are now nearing
completion.

Now, Hillary is waiting for the other shoe to drop.

This reference in the Starr report is threateningly specific.

It does not cite Whitewater or the Madison S&L in general.
Instead, it specifically homes in on the role Hillary'slaw firm -
and Hillary - played in representing Madison.

Earlier in the report, while tracing the history of his probes,
Starr mentions the scrutiny of legal work done by the Rose Law
Firm, including the First Lady on the Castle Grande real-estate
deal.

One big reason Hillary is so vocal in defending her husband
and attacking Starr is that she is likely to be next on the griddle.

The published facts are that Hillary handled the legal work on a
sham sale of land to Webster Hubbell's father-in-law. If
Madison had bought the land, the S&L would have exceeded
the proportion of its assets it was allowed to invest in real
estate, so it needed a straw man and a compliant lawyer.

The question is whether Hillary was just a lawyer on the deal, or
was conscious of the deception - and helped to perpetrate it.

To help resolve the question, Starr subpoenaed the billing
records for Hillary's work on the deal, but they had mysteriously
disappeared from the Rose Law Firm.

For a time, then-Assistant Attorney General Hubbell hid them in
his basement. The White House was unable to produce them in
response to Starr's subpoena. Later, they turned up in the
White House residence with Hillary's fingerprints on the cover
page and on the page concerning her billings for the sham
sale.

If Starr finds Hillary did something wrong, there would appear to
be no legal obstacle to stop him from indicting her. For Hillary,
Monica is a sideshow. Castle Grande is the main event.

The looming presence of the other shoe is a strong unspoken
factor in the First Lady's actions these days.

It's likely why she was so insistent that her husband excoriate
Starr during the president's disastrous mea culpa speech of
Aug. 17.

Perhaps it is also why he gratuitously inserted language
defending their actions in Whitewater, even though it had
nothing to do with his grand-jury testimony.

It probably has a lot to do with her decision to stand by her
husband in the Monica mess. She's going to need all the help
she can get, and shoring up her husband's popularity ratings is,
for her, an act of self-defense.

Without the other shoe dropping, President Clinton looks as if
he can survive the current scandal. His ratings didn't take the
expected nose-dive over the weekend. He seems to be getting
a handle on what contrition is all about. Starr has shot his bolt,
and Clinton is still standing.

Congress isn't going to stay in session in October with the
November elections ahead, and there are limits to what a
lame-duck Congress can and will feel free to do with a new one
waiting in the wings.

The more the process is strung out, the closer it is to the end of
Clinton's term, and the less likely impeachment is.

Finally, there is no way a Republican Congress can afford to
impeach and remove from office a Democratic president
unless polls show that an overwhelming majority of the country
agrees.

Right now, the polls are running 2-to-1 against impeachment or
resignation. Censure seems the administration's most
attractive fallback option.

That's probably why the White House is peddling the line to its
journalistic mouthpieces - like Al Hunt of The Wall Street
Journal - that censure would be a severe punishment.

But there is another shoe there: the Castle Grande-Rose Law
Firm investigation.

What happens if Hillary is indicted? Does she fight it out in
court? Does she admit wrongdoing and plead to a more minor
offense to avoid prison?

My bet is that she will want to fight it out in court. She is not
going to let her reputation be destroyed without a vigorous
fight.

The line between legally representing wrongdoers as a lawyer
and illegally covering up the wrongdoing is a tough one to
establish. With high approval ratings, a popular husband as
president, and public sympathy over Lewinsky, she might just
tough it out and win.

But what if she doesn't win? What if she is convicted?

If she is facing a conviction and he is facing impeachment, and
everything is going to hell, don't rule out the possibility that he
might pardon her and then resign, knowing the jig is up.

Bottom line: Bill Clinton would give up his presidency to save
Hillary from prison. Bet on it. He isn't the most faithful husband,
but he is one of the most loyal.

Very well said and I heard you and understand your argument. We little people are not impressed with it.
This is about a land deal gone bad. the Clinton's lost money maybe or maybe not, it may or may not have been on the up and up. I don't know and don't care to know.
I live in Michigan. Clinton lived in Arkansas, was the Governor of Arkansas and this is now this is 20 some years passed.
Look if the Arkansas people didn't do anything then why should I worry about a land deal that is just one of thousands done that people lost money on. I lost money on deals and the Federal Government didn't help me recover my money, or prove anything to anyone. Gee 40,000,000.00 and more and everyone tells me this isn't about Sex.
Don't you think there is something wrong with a Nation that spends that kind of money to bring down a President for a deal that happened 20 some years back and now is going to release tapes of him lying about Sex??????????????? If this isn't Politic's at it's worse. Republican's are tearing our nation in half for their personal gain.
I think Politician have a duty to hold this nation together as one. Can you sit their and tell me this isn't polictically movivated and if there were nothing to gain for the Republican's do you really think we would be going through this mess.
Let me put this to you in my terms. I divorced my wife for the same reasons. She didn't lose her job for her behavor and I wouldn't expect her too. I also didn't advertice to her boss or anyone. I was between her and I.
Oh by the way Richard she still won't admit she did anything wrong. Richard she didn't do anything wrong to anyone buy ME and only ME. It was my choice and not anyone's else's or anyone's business.
If you think spending 40 mil is worth finding out a person's true character you and many more people are in for a lot of disappointments. Now if you don't think character assassination is a worst crime than the actual lying about SEX to cover up and not hurt anyone. Shame on you and all people that can't keep their noses out of other people's business.
I know he's the president well he has the same rights as I do as least I use to think we had rights now with this new government

Man Clinton is doing a damn good Job and Tobacco companies don't like him, Republican's don't like him because he stick up for the little people and not big business as they like him too. I took care of my problems in my way. Hillary can do just fine with you us telling her Bill's been lying. It isn't about SEX it isn't about covering up sex. Divorce Courts for Hillary or not. Her choice so lets stay out of people's personal lifes.

He covered up Sex, He perjured himself about Sex, He usppressed evedence about Sex, He used all his means of Power of President to hide what he did ABOUT SEX not a land Deal in Arkansas 20 some years ago.
And my arugment is when you get on this land deal when he was Govenor 20 some years ago Michigan, New York, Texas etc, etc. shouldn't be paying to find out what a State offical did in Arkansas.

The problem is perjury, suborning a witness, suppressing evidence, abuse of the powers of his office, et al. Clinton has apparently committed acts which a number of people are now in jail for.

Right. Who's in jail for these acts? How does this compare with Ronald Reagan and the Boland amendment? Or George Bush, who was "out of the loop" on Iran/Contra? Not to mention the little matter of the "secret" Grand Jury investigation Starr was conducting. He took an oath too, you know.

And how many of the S&L crooks went to jail besides poor Susan McDougal and her late husband? Who were, by all indications, the tiniest of fish in that swamp? How many witness have been routinely coached by presidents of all sides to perjure themselves before Congress? Like Clarence "I never, ever gave a thought to Roe V. Wade" Thomas? He was the best man for the job, you know. Or all politicians of all stripes who go for the convenient "I can't remember"?

It's hard to defend Clinton, he's an embarrassment. But this has been a partisan witchhunt from the start. From the moment Jesse Helms and Lauch Faircloth went to see the judge they had gotten appointed and told him who they wanted for special prosecutor. If somebody gives me some indication of politicians of any stripe taking this "I swear to tell the truth" business seriously, I'll start taking this particular instance of "perjury" seriously. If this is a high crime, we may as well abolish the office. I'd say Bill Clinton was justified in considering the whole thing political, and acting accordingly. You find me an honest voice on the other side, I'll reconsider.
