Clinton will be impeached by the Congressional democrats for obstructing justice, commiting perjury and bringing jeopardy to the office of the president. The repubs will continue to take a back seat on this, as they have done since Janet Reno assigned the case to the Independent Counsel.

It would be helpful if you could insert some facts into your obnoxious partisan arguments.

I must contend, however, that this situation is tantamount to the way Al Capone was brought down. There is simply too much smoke swirling around the White House under this administration to say that we shouldn't call the fire department.

Prosecutors frequently stair-step their cases. Stand by Doug - this is, in a way, as you say, "a collateral matter" and among other things, it is clearly paving the way to impugn his testimony on more serious matters as time goes on.

The term is much broader than this. From Barr, with my emphasis:

>The "President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors." The phrase "high crimes and misdemeanors" was an English term of art that denoted POLITICAL[my note - political in that these crimes assault the public, as Hamilton informs us] crimes against the state, and the choice of this phrase was a deliberate and considered action. By including that English phrase, our Founding Fathers intended to EXPAND THE SCOPE OF IMPEACHABLE OFFENSES beyond the scope of criminally indictable offenses. This language incorporates POLITICAL (emphasis in original) offenses against the state that INJURE THE STRUCTURE OF GOVERNMENT AND TARNISH THE INTEGRITY OF THE POLITICAL OFFICE.<

It is most obvious that Clinton has done all the above. Only by the foolish hand and flagrant lies of Bill Clinton was the Office of the President compromised. Starr, merely showed us how it was compromised. He had no power to soil the office. None at all. Bill Clinton had that power, and he used it to TARNISH THE INTEGRITY OF THE POLITICAL OFFICE.
