Bob,
Not really. I am sure that HEC has conjectured some size, but at this point they know everything has to be proved with the bit. So the size of the line is simply an economical starting point. It is always better to be optimistic. There is no doubt that once they even approach 150,000 bbls per day a larger capacity line will be put in place. That's my feeling about it, for what its worth.
