That article is about spamming people by phone for information that can be obtained less intrusively by Web-based surveys. According to that article, 75% of households would not be able to use TSIS services if they were strictly Web-based (and 50-60% of business environments). A combination of Web-based and (also non-intrusive) phone based service would be nice, however TSIS needs the phone based service more at the moment, in order provide service to 100% of the target audience.
