Yes, the delay creates uncertainty. I'm not sure your specific example is relevant, though. Chip architectures (like Rambus) are distinct from chip fabrication technology.

my lack of technical knowledge is hindering my question asking ability again. Let me try to rephrase. Doesn't technology such as Rambus contributes to Moore's Law without spending more money on semi equipment?

Use LSI, the system on a chip company, as another example. If someone comes up with a way to combine XXX number of chips into one, between now and the next up cycle, would the need for more fabs and therefore more semi eq be further reduced? Is it possible that with the state of the art architecture at that time, only a couple of 300m fabs will be needed to supply the world with all the chips we demand?
