Wayne, The Canadian debt is 50% larger per capita that the US debt.
Debts from all sources should be counted as both the federal and provincial governments do not count crown corporation debts, (Ontario Hydro Electric Power, etc) and these are about 50% in addition to fed total. In the USA there are no crown corporations and states are not allowed to have a deficit.
Capital works are either paid for outright, or a bond issues is raised.
In either case no state debt.
