Pat - first, he has made a strategic decision to move this case forward, which has now made the task of prosecuting those cases easier by providing proof that Clinton is a witness without credibility and making the point to people around him that lying on behalf of Clinton can bring on more trouble than it's worth. You're also making the assumption that the investigation is being done by a person - it is being done by an office of people, headed by Judge Starr. His departure would have only resulted in him being replaced by someone else and would have had no material effect on the facts of the case. Mr. K.
