j_b- Re my "source" she argued that in her opinion, Starr was using the grand jury to gather evidence to force congress to initiate impeachment proceedings -- which would be ILLEGAL, not just unfair. However, she agreed with you that it would be very difficult to prove. That, I would suspect, is why the Democrats have not used this particular argument.

And, incidentally, why would not someone who had written a recent book on Federal Grand Juries not know as much about the process as someone working on the Hill?
