May be, too, that it will be a rolling reform, i.e. implemented regionally, or by province. Interesting that no one has posted about Zhu Rongji threatening hedge funds and investment banks. His message was that, if they don't stop tormenting Hong Kong, they will be barred from doing business in China for "a very, very long time."
