Sun, PnF does not predict index highs and lows. Below a few links.
One gives bullish% for industry sectors. Most are low (<30%), and
that's where buying the best stocks in a group is likely to be most
profitable IF the Market cooperates. The author of a good PnF
book, Tom Dorsey, occasionally posts here
