Obviously the buyer is one or more institutions, as insiders usually accumulate through stock options at a discount. The seller can be an insider, one or more institution. There is no buy or sell on a block; a block can trade at an up tick or down tick. As this block traded at the low of the day it traded at a down tick which only means that the seller was not a short seller, and probably; more anxious than the buyer. Therefore it is possible that the seller was an insider or one institution and the buyers several institutions marketed by the broker crossing the block.
