I got an interesting response from my Congressman regarding the issue of the OIC. According to him, Clinton can request that the 3-judge panel remove Starr, or Reno can remove Starr, but only for cause. Clinton has not made such a request, and Reno has never tried to show cause. He went on to point out that there is absolutely nothing Congress can do to affect Starr (short of changing the statute, which he did not mention).

If Clinton thought Starr was being so unfair, why during the however many years this has been going on, has Clinton never requested that Starr be removed due to a lack of impartiality or fairness?

Bill, why would they want to do that? They are the ones who are going to use it on the next president that is Republican. This is going to go back and forth,until they both get exhausted.
No the Dems want to strengthen it for next time,just as the Line Item Veto was a good deal until the Dems got it.
