You're only looking at his testimony. It's contradicted by the documents and by Lewinsky's testimony. Her credibility is at least backed up by tapes, corroborating witnesses (11), logs, and other documents. His testimony is impeached by his public statements that he lied.

Purjury is the least of his troubles. He has problems with his 'direction' of Ms. Lewinsky, Ms. Currie, and aides in acts which obstructed gathering of evidence and of witness testimony.
