Never in Asia, king says of Clinton woes Tuesday September 22 5:13 PM EDT SIEM REAP, Cambodia (Reuters) - If every country was as tough on its leader as the United States has been on President Bill Clinton there would be no heads of state left, Cambodia's King Norodom Sihanouk was quoted as saying on Tuesday. The constitutional monarch, a self-confessed playboy in his younger days, lightened the mood during a break in crisis talks between Cambodia's rival political parties by steering the conversation round to the Clinton saga, opposition party leader Sam Rainsy told reporters. ''During lunch the king talked about everything except (Cambodian) politics. He talked about football and the problems facing Bill Clinton,'' said Sam Rainsy, who heads the party that bears his name. ''He said such a problem would not happen in Asia. He said that if every country was as tough with its leader as the States, then there would be no head of state in any country. Everybody laughed, of course.'' Clinton's taped testimony to a grand jury investigating the Monica Lewinsky sex-and-perjury scandal was broadcast around the world on Monday but the impact has been less damaging than expected, opinion polls show. ''More seriously,'' former Cambodian finance minister Sam Rainsy added, ''We think this will tarnish the reputation, the honor, not of any leader but of the whole country and we are sad about what is happening in the States.'' Sihanouk, 75, was famous as a bon vivant in his youth, with a considerable appetite for fast cars, fine wines, women and song.
