Who will pay to implement the service on a game to game basis?

Let me explain. In sports on network TV there is one main
game most of the country sees. In some markets though the
local team's game is shown. In these cases only the main game
is broadcast in Dolby Surround Sound. The local ones are not.
I assume the reason is cost but I'm not sure. Can anyone clarify
for me what's going on in my example and if things will be any
different with ACTV's service.
