Absolutely spot on, Borzou.

The stuff Starr and his minions put in the report were designed to be pornographic and titilating. I found most outrageous the disclosures about the President masturbating in his office following his encounters with ML, the cigar incident, the unsubstantiated statements that he has had other affairs, the altoids breathmints stuff, and the reports of ML fondling Clinton in a rope line. They have nothing--absolutely nothing--to do with the prosecution or articles of impeachment, and have everything to do with embarrassing this President. And for what purpose? IMO, Starr thought that sheer humiliation might be enough to get Clinton to resign, so he decided to go for it. That was not Starr's decision to make; it's a plain abuse of his power. The public is finally getting fed up, and this is beginning to backfire on Starr. He has shot his wad, so to speak, and Clinton is still standing.
