I think you may be right, that a cut is already factored into market prices. I knew what he meant when he made his 'oasis' comment, but I thought that he might also have been cryptic about a global effort after hearing his comments today, implying that the U.S. won't act alone.

I am not believing this public statement until after the election. We will know if the G7-10-11 are going to do something in the next month or two. IMHO, they must take actions like this when it will not affect political elections.
