some history on the welll that i "dug" up, this is my initial find so bear with me, i will post what i find when i find:

There was a company near Duchenne that, for the past two years, was interested in becoming a commercial solid waste disposal facility. If they become a commercial facility they could take other kinds of nonhazardous solid waste, which would be a liquid, and inject it down into a well. This company has been going through the permitting process for the past two years through the Division of Water Quality, but they also have to get a permit from Solid and Hazardous Waste. There is a provision in the statute that if it is going to be a commercial facility, they have to obtain Governor and legislative approval. HCR11 is a House concurrent resolution that would be signed by the House, Senate, and the Governor, which would give them approval. However, they will have to meet all of the conditions within the permit in order to function. This bill passed.
