>>>>this particular coalition of signatories....what plan, what document?<<<<<

a coalition is a temporary alliance of distinct parties.

in this instance, as is reported, the alliance has signed a petition
descrying "tyranny", something with which many of them not be altogether unfamiliar, [should you read the roster...]

the list includes in part,

Nobel prize winners Desmond Tutu and Gabriel Garcia Marquez, German novelist Gunter Grass and classical musician Yehudi Menuhin, Carlos Fuentes, Nobel Peace prizewinner Jose Ramos Horta, and Philosophers Jacques Derrida and Bernard-Henri Levi....

and the petition they have signed states:

"Tyranny begins when any power of any sort interferes
with an individual's private life or personal affairs. A statesman is answerable to public opinion or to the law only for his public acts."

tell me, do you find this blasphemous???
or ill conceived?
