QOS is indeed evolving (a polite way to say its a moving target :-)

As indicated in the article it is very complicated, particularly between vendor implementations and between providers - hence the standards development work.

One particular note is that one of the primary missions of Internet 2's Abilene network (http://www.ucaid.edu/abilene)is to provide a testbed for QOS work. This network is being demonstrated at the Internet2 Conference in San Francisco this week.

One area of concern not discussed in the article is multicast. This is also being discussed at the IETF and will get deployed on Abilene. Think of multicast technology as the packet equivilent of conference calling :-)

On the issue of bandwidth making QOS moot - well when Abilene goes production in January it will be starting with an OC-48 backbone. We are planning QOS trials because - if we build it, they will come....
