Well Rick,

Assuming the total sum is $40M -- the Pres. can pay the $4M for the Monica delay and then Mr. Starr can pay the $36M remainder.

As far as the convictions you mention, I'm only aware of the more famous cases. I'm well aware, however, that a review of the Reagan & Bush administrations will show at least an equal number of convictions . Use of investigation as a political tool has increased over the years until we now have this all-consuming effort to drive a duly-elected Pres. from office.

This will become the norm, if it succeeds.
