Thugs all around the world are calling Clinton's bluff. Albright has no credibility left thanks to Bill's lying and her foolish acceptance of the lie. Our enemies around the world are laughing at us and any move against them causes the world to cry "Wag The Dog". Your reaction to this dangerous state of affairs is to take a petty swipe at a guy who hasn't been around for 6 years. I don't know what to do about Kosovo. It appears you and I agree on who the bad guys are. I have no faith Clinton knows, or worse, cares (the Albanian special intrest block is too small to show up on his political radar). I have every faith that as long as he's president things will only get worse.
