I have seen enough evidence presented, either in books or in the newspapers, to justify hearings on the other matters. The key question for those hearings is not whether Travelgate (to use an example) was wrong, but can the President be found to be responsible for it.

Here are some interesting points comparing Travelgate to Watergate:

Nixon was accused of using the IRS to intimidate his opponents. In fact, he tried once, but the IRS refused to cooperate, and instead began an audit of Nixon. With Clinton, the IRS showed up unannounced at the offices of company handling the travel office to do an audit. The audit was highly unusual, in that it was not an audit of the company's tax returns. There were no tax returns, because the company had been formed in 1992 and hadn't been open long enough to file a return. The IRS went from that audit to an audit of the former head of the company and of Billy Dale, the current head. After two years of audit, the IRS found nothing wrong with the company or with Billy Dale, but found that the former head of the company had actually overpaid his taxes.

Nixon was accused of hindering an FBI investigation (he managed to stall if for 2 weeks), and of starting FBI investigations for purposes unrelated to national security, the enforcement of laws or any other lawful function. In fact, there was one person Nixon wanted investigated (Daniel Ellsberg of Pentagon Papers fame) and the investigation was related to leaking top secret documents to the press. Clinton had Craig Livingstone look at Billy Dale's FBI file (according to Livingstone's assistant, under oath) and had the FBI investigate the travel office and Billy Dale. The excuse they used was that Dale was being considered for access to the White House (after Dale had been fired). The FBI refused to cooperate, since there were not adequate grounds for an investigation. The FBI was then informed that the demand came from the highest levels of the White House, and that the IRS would be called since they were more responsive than the FBI. The FBI investigation was started and leaked to the public. The FBI confirmed that they were investigating, which directly violated their standard policies. Dale was indicted for embezzlement, and after 3 years was cleared of all charges.

Sorry for the detail, but there's plenty more. It looks to me that on this case alone, there is sufficient evidence (already obtained under oath during the Billy Dale trial) to start hearings, with or without Starr, for abuse of power. Oh yes, one more thing - the person who took over the travel office was Harry Thomason, a large campaign contributor, and the same guy that was flown out to do the damage control of the Lewinsky affair, and the guy who helped to polish Clinton's image among the Hollywood crowd. Clinton also appointed a cousin of his to help run the office.
