My friends point was that Starr has crossed the line over which a "reasonable" prosecutor shouldn't go. He believes that under a normal situation a prosecutor would have ignored a case of perjury if it related to consentual sex, and moved on to other issues.

My view is that at this point how we got here isn't as important as the issues we currently face.

Its clear that the President is guilty, its just not clear whether his crime is impeachable. My friend's belief is that if you take into account how we got to this situation, then impeachment may not be called for. I'm not convinced, but his argument does seem to have validity.
