Dwight, on Lincoln.. good points well taken. "It is a three-branched government with divided powers, but all three branches had the authority to interpret the Constitution." Yes indeed, except that over time the Supreme Court has generally taken that task on itself.

The "Rule of Law" concept is confusing as it appears self serving to those in the legal system. Many in the system see it as a justification of their positions. The contesting three branch system of government was designed specifically to guard against arbitrary rule of law. It keeps alive and kicking the decision process so that one entity cannot claim universal jurisdiction or empower itself.
