My original point was that situation never arrived. Chase didn't make the loan at 12% and violate usury laws, they just didn't make loans in that case. In any event the usury limits were set higher and were changed before it became a major issue. It did however shut out some lending. But not making the loan is not a case of someone being allowed to evade the law, it was in fact strict adherence. To use your example the driver did not go 65 and break the 55 limit, he pulled over and stopped.

Godel proved that if you make a system of axioms infinitely strong there still exists within
the system truths not provable from the axioms. Are those truths non sequitir?

Is is worst than that. If we were sure that they were truths why bother to prove them? What Godel showed was that we cannot decide if they are true or not..
