I could have the exact PE range wrong, and it's also possible that you may be using reported earning, while he uses operating earnings. The point is, it was way below what the Nikkei got to. He considers PE ratios in relation to interest rates and inflation, and if he was talking about the PE's at the highs being a restraining factor, and a "big deal" as he put it, comparing him to someone who recommended buying the Nikkei at the top just makes no sense.
