She had no alternative but to expand the inquiry into the areas related to Clinton's obstruction of justice. Starr would have gone over her head to the judicial panel, like others have done.

Do you really believe anyone of those rabid, foaming-at-the-mouth Democrats trying to obstruct the inquiry in Congress didn't do so because they don't believe that there was and is actual evidence proving that Clinton was and is guilty of such treason? The inquiry means that Reno must turn over the information.

That's not an argument. That's an unfounded sentiment and highlights your partisanship. Should no one be charged with any crime because someone thinks someone else maybe may have done it too?
