Ron, I am familiar with ARCA as I spend some time at a local Detroit day trading place that has it. The house gets charged extra fees depending on the market maker or ECN your trade gets executed through. If your buy/sell hits another ARCA trader or a SOES firm, there is no extra fee. If it hits another ECN such as Island, BTRD, INCA, etc., there is an extra charge that that ECN levies that gets passed through to you. For example, at my place, if the trade through ARCA hits INCA, there is an extra charge of $.02/share, which is obviously significant.

Arca will always look for the quickest place to get you your fill and when it goes to a ECN that charges fees such as Bloomberg they get passed on to you. Hope this helps.
