While you are correct as regards the impeachment issue, we were really discussing the fact that the President is held to a different standard than the legislature as regards scandal in general. IMHO, that is appropriate. The question was, when did that difference become operative, since Kennedy was not held to a higher standard than the Congress as regards scandal (not impeachment).
