"Television ratings are estimated by parties outside the networks (e.g., Neilsen)."

that's because televisions can't talk back.
viewers have to be counted "by hand", and it's always an estimate.

"Much comment is made regarding the number of pageviews recorded in a given period."

you answered your own question, with this.
pageviews are "recorded".
no need to "cook the books", the numbers are there for all to see.

...and this will probably be one of the major reasons internet
advertising will flourish.
an ad man can look at numbers that tell him precisely how many people are clicking on.
and when.

Yahoo provides the page-view data. I don't think they're manipulating the data (they don't include Yahoo Mail, for example), but that wouldn't prevent them from hitting their own site. They hit their own site in the normal course of programming it, for example. It would take only one disgruntled employee to blow the whistle on abuse like you mention, so I don't think the risk is worth it. Their credibility would be shot, and that would be disastrous.

Considering (I haven't listened to the conference call...visiting Mom) that Yahoo is 15% sold out, their page view count is running ahead of the Internet advertising market anyway.

Advertisers only care about results anyway, and they know specifically where every response originates. That's what counts.
