Rick I watched the program too and have unfortunately concluded the corruption is endemic. The most disgusting part of segment on the Native American story was the part where they were directed to the "appropriate" lobbyist. Those guys wanted 100K up front, 10K a month and 10% of any oil or gas revenues. These guys are worse than organized crime. I'm totally convinced after seeing that program that somehow, perhaps after the politician leaves office or thru some third party that the politician gets a kick back from the lobbyist if he writes a favorable law and the deal goes through.
