Well, you got it half right....i.e. thanks to the Republican congress for correcting the deficits generated by years and years of a Democrat controlled Congress. If you remember correctly, Clinton came to town with a huge spending wish list to promote his welfare state agenda. Fortunately for all of us, the Congress shot down all of them including his attempt to socialize health care. If Clinton had gotten his way it would have been the same old tax and spend, tax and spend routine. I assume you do know that ultimately the Congress and not the President control spending.
