Agreed. But, if Reagan and Bush had submitted well constructed, balanced budgets during their terms, Clinton wouldn't have been confronted with the sizable economic mess that he received as a legacy of 12 years of ineffective Republican leadership.

A further example of that, and Clinton's strong character, is this year's Federal Budget. The Congress, afraid of challenging even this weakened President, when it comes to real issues, passed Clinton's budget without much of a whimper.

I guess the Republican Congress is basically good at one thing, SEX!
