Brees, I don't think much of Clinton's foreign policy, as should be clear. But then, I never thought much of any recent American president's foreign policy. One of the reasons our presidents have been weak in this department (in my opinion), is that the American public itself does not think much ABOUT foreign policy. It tends to pay attention only when we bomb somebody (unless it's done secretly, as in Cambodia). Or when we think somebody might bomb US -- e.g., the Soviets.

It is domestic policy the public is focussed on. That is why it is so easy to pull the construction manager's routine: keep their eyes on their pet (and often petty) domestic concerns.
