Welcome,D. Floyd. Our resident technical guru, a.k.a. SurferMike, has not been seen since his beloved SF Giants slipped on a banana peel in the NL pennant race. And the oracle from downunder has his cdma ear plugs in while he sleeps off the bottle of sherry he won in a recent debate hereabouts. So you are stuck with my limited vision.

...explanation of what <<combined Wireless Local Loop (WLL) limited mobility service targeted to the mass consumer market>> offers a user?

-freedom from the limitations of copper wire
-high speed data/internet access/other services
-call clarity vs standard "walk around the house" phones
-possible lower long distance (particularly intra-state) rates
-satisfaction of poking ma bell in the eye

Now, if you are asking what are the advantages vs. fully mobile service, then I would have to defer to the EE's. Would think, however that limited mobility would reduce the complexity of network and user hardware, possibly resulting in lower costs to all. But that's just a guess.

It offers limited mobility provided with a full mobility network i.e. when your car breaks down you'd better to have a large bamboo stick (one that others can see).
