George,

It was an extremely pahtisan vote to open up an impeachment inquiry of Bill Clinton. The Dems just wanted to look into Bill's sex life, that's the only difference.

What was it?


Yes, it was for an impeachment inquiry, but one that did not follow the Rodino precedent the Dems had insisted on previously. The Dems wanted to limit the inquiry in time and scope - a certain prescription for non-cooperation by the WH and derailing the investigation.

So while all but 5 voted for an impeachment inquiry against Clinton, the Reps had to insist on a little fairness out of the crazed, partisan Dems.
